Living in Palm Jebel Ali
Nakheel’s second palm island, relaunched in 2023 and still under construction, suiting wealthy long-term buyers of large beachfront villas rather than anyone needing rental income soon.

History
Nakheel began building Palm Jebel Ali in October 2002 and finished the breakwater in December 2006. About 2,000 homes were launched from 2003, priced at AED 1.87m to 5.11m. Work stalled in 2008, with contractors unpaid as Nakheel ran into debt trouble, and buyers waited more than a decade for refunds or swaps into other projects. The original project was reportedly cancelled in 2022, affecting 724 villa contracts.
On 31 May 2023 a new master plan was announced. Villa sales began that autumn at AED 18m to 25m and passed AED 5bn in under 40 days. Nakheel awarded AED 5bn of contracts in 2024 for 723 villas on Fronds K to P, and AED 3.5bn more in April 2026 for 544 villas on Fronds A to F.
What it’s like to live here
Nobody lives here yet. In June 2026 Nakheel said the first villas would be handed over by the end of 2026, in phases. Bayut’s area guide describes the project as about 48% complete with handover in Q1 2028. For now it is a construction site of fronds, roads and villa shells.
The plan covers about 13.4 sq km with 16 residential fronds, beach clubs, hotels and a Friday mosque designed by Skidmore, Owings & Merrill. On the mainland next door are JA The Resort, Jebel Ali’s public beach and, further inland, the port and free zone.
Who it suits
Wealthy buyers with a long time horizon who want a large beachfront villa and are willing to wait for a community to form around it. Prices per sq ft are well below Palm Jumeirah. It does not suit anyone who needs rental income soon, or who wants schools and shops within walking distance in the next few years.
Getting around
Access will be by car from Sheikh Zayed Road (E11); Nakheel has contracted an access road as part of its infrastructure works. Bayut puts Al Maktoum International Airport about 24 minutes away, UAE Exchange Metro station about 16 minutes and Ibn Battuta Mall about 20 minutes. Dubai Marina is about 17 km away in a straight line.
Schools, healthcare and shopping
There are no schools on the island yet. Bayut lists The Winchester School in Jebel Ali and Ghaf Primary School nearby, and says Al Ghaf Private School and Dove Green Private School, about 30 minutes away, plan campuses on the island. Healthcare is at Aster Cedars Hospital in Jebel Ali and local clinics. Ibn Battuta Mall is the nearest big mall; Nakheel has announced a retail centre on the island.
Off-plan here now
Nakheel is the master developer. Prices below are launch or starting prices shown by Nakheel or Property Finder in 2026:
- Beach Collection villas on Fronds B to F: five to seven bedrooms from about AED 18.1m; Coral Collection from about AED 29m. Property Finder shows handover in Q1 2028; the April 2026 building contracts run to Q4 2028.
- Frond F limited release: 44 beachfront villas launched on 20 August 2026; prices not published.
- Fronds I, J, K and P: villas from AED 18m, handover from Q3 2027 (Frond P) to Q4 2029 (Frond J).
- Palm Central Private Residences: apartments and townhouses; a 222-home phase launched on 24 June 2026 from AED 2.7m, with handover in September 2030.
- Aldar and Dubai Holding plan an ultra-luxury waterfront scheme here, with sales from 2027.
What to watch: published handover dates for the same frond differ between Nakheel, Property Finder and the building contracts. Resale gains have been modest. Recorded villa resales in 2025-26 were about AED 2,700 per sq ft, roughly 5% to 10% above launch two to three years on. Bayut’s guide shows transaction prices down 4% over the past 12 months, and asking prices on Frond K are down 4.79% and on Frond P 2.35% over the year to July 2026.
Things to check before you rent or buy
- There are no rents yet, so any yield figure is a forecast, not evidence.
- Which handover date your contract states, and what the contract says about late delivery. Dubai law gives no automatic compensation for delay.
- Service charges have not been set.
- Payment plans such as 80/20 or 20/60/20 leave a large sum due at handover, and banks lend at most 50% on off-plan homes.
- Reselling before handover needs Nakheel’s consent (fees of about AED 5,000) and the buyer pays a fresh 4% Land Department fee.
- Years of construction will continue around the first homes.
