Dubai Holding Real Estate

Government-owned master developer behind Palm Jumeirah, JBR, City Walk, Business Bay and Villanova

At a glance

Government-owned master developer behind Palm Jumeirah, JBR, City Walk, Business Bay and Villanova

Dubai Holding Real Estate is as close to a sovereign developer as Dubai offers: it is owned by the Government of Dubai's holding company, controls one of the largest land banks in the emirate and, since the 2024 absorption of Nakheel and Meydan, sells under four brands.

Read our full verdict

The group says it has delivered more than 106,700 residential units and plots and that about 1.6 million people live in its communities. The appeal for a buyer is land ownership, scale and the knowledge that the developer is unlikely to run out of money. The caution is that the group is large and its brands have mixed delivery histories: Nakheel's 2009 restructuring is well documented, Bluewaters Bay (launched 2022) was reported at about 40 per cent complete in September 2026, and Jebel Ali Village handovers began in August 2026 against a portal date of late 2025. Several 2025 to 2026 launches sold out within weeks, so the developer's own stock is often limited to later phases or higher-priced units. No current public credit rating for the real estate business was found during this research.

What Dubai Holding does well

  • Government ownership and one of the largest land banks in Dubai; the group describes itself as one of the emirate's largest landowners and develops on its own land rather than buying plots.
  • Scale: 106,700+ units and plots delivered, around 1.6 million residents across its communities, and four sales brands covering entry-level townhouses to branded beachfront homes.
  • Active construction pipeline with named contractors and values published in press releases, for example AED 1.1 billion for La Tilia, AED 3.5 billion for 544 Palm Jebel Ali villas and AED 590 million for City Walk Crestlane Phase 3.

  • Delivery pace on some Meraas projects is slow: Bluewaters Bay launched in 2022 with a portal completion date of July 2027, yet Meraas reported overall progress of about 40 per cent in September 2026.

Questions about Dubai Holding8 answered from this page’s facts
Is Dubai Holding a reliable developer?

Dubai Holding Real Estate is as close to a sovereign developer as Dubai offers: it is owned by the Government of Dubai's holding company, controls one of the largest land banks in the emirate and, since the 2024 absorption of Nakheel and Meydan, sells under four brands (Dubai Properties, Meraas, Nakheel and Meydan).

Who owns Dubai Holding Real Estate?

Dubai Holding, the investment group owned by the Government of Dubai and established in 2004. Nakheel and Meydan were incorporated into Dubai Holding by decree on 16 March 2024.

Which brands does it sell under?

Dubai Properties (Villanova, Mudon, Serena, Business Bay, JBR), Meraas (City Walk, Bluewaters, Madinat Jumeirah Living, La Mer, Dubai Design District), Nakheel (Palm Jumeirah, Palm Jebel Ali, Dubai Islands) and Meydan (District One).

How many homes has it delivered?

The group's sector page cites 106,700+ residential units and land plots delivered and about 1.6 million residents in its communities. Dubai Properties alone reports 3,834 homes delivered at Villanova.

What payment plans are offered?

They vary: 10/50/40 at La Tilia, 20/40/40 at Solaya and Jumeirah Residences Emirates Towers, 20/55/25 at City Walk Crestlane, The Edit and Nourelle, and 25/55/20 at Bay Estate, according to developer and portal pages in November 2026.

Property worth AED 2 million or more can qualify for the 10-year UAE Golden Visa under current rules. Meraas and Nakheel run a facilitation desk at their sales centre; approval rests with the authorities.

Are projects delivered on time?

The record is mixed. Villanova has delivered 3,834 homes and Palm Jebel Ali villas are scheduled for handover from late 2026, but Bluewaters Bay (launched 2022) was about 40 per cent complete in September 2026 and Jebel Ali Village handovers began about eight months after the date shown on a major portal.
